Who Distributes the Pflugerville Electricity Throughout the City?
When you pick an electric company, you are choosing a Retail Electricity Provider (REP). The Retail Electricity Provider is the name on your electric bill. They set your electricity rate. However, they are not the company responsible for delivering electricity to you.
The responsibility of delivering electricity to Texas homes belongs to the regional utility companies (called TDUs). The TDU for Pflugerville is Oncor. No matter who your retail electricity provider in Pflugerville is, Oncor will deliver the power to your home.

No matter what Retail Electricity Provider you choose, there will be passthrough fees on your electric bill to compensate Oncor for maintaining the lines and delivering the power. These fees are the same for everyone in the Oncor delivery area regardless of your electric company.

How are Texas Electricity Rates Calculated?
In Pflugerville the electricity rate you pay almost always depends on how much electricity you use each month. This is true even for plans that are labeled as “fixed rate”.
Each electricity provider designs their own electricity plans. That’s why there are so many different options in the Texas market. This often results in a complex mixture of flat fees, per kWh fees, pass through fees, and bill credits. This means your effective average electricity rate moves around from month to month.
Here is one example of a Pflugerville electricity plan that has five different cost items in the formula that determines your electricity bill:
– Energy Rate = 5.80 ¢ per kWh
– Base Charge = $7.95 per month
– TDU Electric Delivery Charge = $3.42 per month
– TDU Electric Delivery Charge = 3.697 ¢ per kWh
– Credit for Billing cycle for usage greater than 2000 kWh = $40 per month
You can see that two of the items are flat fees. One is a base monthly charge of $7.95. The other is a charge for $3.42 per month. This one is a pass through fee that goes to the transmission and distribution utility that delivers the electricity for your area. This fee applies regardless of who your electricity provider it is. Most companies list this as a separate item in your bill. These two amounts will be the same each month no matter how much electricity you use.
The $40 bill credit is only applied if you use a minimum of 2000kWh or more for the month.
What all this means is that you can never really know what your electricity rate is going to be until you know exactly how much electricity you are going to use in a billing cycle. In this case the all-in electricity rate for 2000kWhs turns out to be more than 3.5 cents per kWh less than the average rate you would pay at 500 kWh usage.
